There is a strong (and growing) public policy-driven market for a “Smartgun.” The public has often expressed its desire–or even demand–for improvements in gun safety and security, often in the emotional context of the aftermath of a school shooting rampage, or the accidental shooting death of a child. In 2001, according to a national opinion survey by the respected NORC, 73.6 percent of Americans favored a requirement for all new handguns to be personalized guns (i.e., “Smartguns”).
Notably, in New Jersey, the demand for a “Smartgun” actually has been mandated by law. A state law requires that if a “Smartgun” is put on sale in New Jersey, all guns sold by licensed dealers in the state will be required to have “smart” technology within three years. Other states have long been seeking improvements in gun security and would be likely to follow New Jersey’s lead once a commercially viable “Smartgun” were introduced to the market.
In 2008, Biomac gained the support of the Brady Center to Prevent Gun Violence at the national level and in the State of California. A bill to mandate “Smartguns,” similar to New Jersey’s, was introduced and passed all hurdles but was stymied when the legislature left its session. The bill is being reintroduced this February and has a very strong chance of passage due to a new majority in the California legislature. Additionally, representatives of President Barack Obama have contacted Biomac to evaluate possible introduction of a “Smartgun” bill in Congress.
The Austrian government has expressed its willingness to enact similar laws. An Austrian law would apply to all existing weaponry as well as new weapons, thereby impacting the world law enforcement market where the Austrian company Glock controls a majority of the market.
